Financial Assistance

In Ontario, the CICB (Criminal Injuries Compensation Board) oversees all financial compensation that is awarded to victims of crime, provided the crime took place in the province. Applicants for compensation must meet certain eligibility criteria, such as:

  • they were injured as a result of violent crime;
  • they must care for a victim of violence;
  • they are the dependant of a victim of homicide; or
  • they were injured in an attempt to prevent a crime.

If the applicant is eligible for financial assistance, there are several types of compensation available to them:

  • Treatment Expenses (Medical, Dental and/or Therapy);
  • Funeral and Burial Expenses;
  • Legal Expenses;
  • Travel Expenses;
  • Pain and suffering;
  • Loss of Income; and/or
  • Loss of Support.

Awards can vary greatly, depending on the situation. Each award is decided on an individual, case-by-case basis. The following are the types of awards available to victims of violence:

  • Lump Sum Award: up to $25,000 per incident;
  • Periodic/Monthly Award: up to $1,000 per month;
  • Interim Award: made for expenses prior to a CICB hearing; and/or
  • Variation Award: made to award recipients with changes in circumstances.

In order to apply for financial compensation, you must request application forms directly from the CICB. This request can be made either by phone, mail or fax (CICB contact information is provided below). The CICB will only accept original forms filled out in pen (no photocopies, no pencil). It is also important to note that applications for assistance must be made within two years of the date of the incident. The Victim Quick Response Program (VQRP) provides timely financial assistance to eligible individuals who have been victimized by violent crime (homicide, attempted murder, serious physical assault, domestic violence, sexual assault and hate crime) and/or their family members.
Specific objectives of the program are:

  1. To help individuals who have been victimized by violent crime who require immediate financial assistance that cannot be obtained through other sources. These services include:
    • Counselling: short-term early intervention to help victims of serious crimes reduce the impact of the crime and recover from their experience;
    • Funeral expenses for homicide victims;
    • Emergency expenses;
    • Emergency home repairs to secure premises for victim’s safety;
    • Emergency child and/or dependent care;
    • Emergency transportation;
    • Crime scene clean-up;
    • Emergency accommodation and meals when no other alternatives are available.
  2. To encourage the individual who has been victimized and who is ineligible for VQRP to connect with appropriate community resources.
